Can i take my 7 month old puppy for a run on my bike?

My puppy is a pit bull/heeler mix and he is about 7 months old, and I've been trying to take him on a couple of bike rides around my neighborhood but he seems to have a hard time running. The most he can do is an extremely light trot. At first I thought it might be because the pavement was too hot but I yesterday I tried taking when it cooled down but nothing changed. Also just yesterday, when I tried to run him during the day, he wouldn't even leave my driveway. Is it possible that's he just too young or was the hot pavement stopping him. Or a combination of the two??
